Roy,
I have a slightly different view. For drinking, I go to the 1985 Warres & Grahams. The '85 Fonseca is wonderful and better than the '83, but I am ageing those for the moment. Having said that, the 1983 vintage has more structure, and of course 1983 Dow hasa place in my cellar.

Todd,

I would give it around 4 hours decanting, then start to drink it. However, Roy's advice is usually spot on!

Based solely on my personal experience and where I have had a wine from the same producer from each of the two vintages I can say that, in general, I prefer the 1977 for current drinking. This is based on having had wines from Gould Campbell (stunning '77 when not corked), Grahams, Morgan, Quarles ...

Decanting times. In my experience, well stored bottles of 1970 Grahams and Fonseca can easily take 6-8 hours of decanting time. I would guess Niepoort is in that bracket, with the others like croft needing slightly less.

1987 Taylors Quinta de Vargellas Vintage Port

8) 1987 Taylors – Quinta de Vargellas I decanted this for 30 minutes, then poured it back into the bottle and served it 4 hours later. Deep red with a pink rim. Fine herbs, with the fairly alcoholic nose giving off strong hints of ripeness, and violets that are characteristic of a fine Taylors Vint...
