How bad would the wine have to be before you think you could "improve" it by using this product?

That sounds a lot like these whiskey sticks in concept.

Some friends at Microsoft tried the whiskey sticks. For certain very specific kinds of Scotch they worked very well. That'd be the ones that are supposed to taste like burnt wood.

Yes as well as aging it in lots of new oak, especially American oak.
