It's high stakes $$ and MLB was making millions off of him during that time period. Do you honestly think, at that time, MLB really cared what the players did? I honestly don't. All top pro sport regulating bodies have for decades buried their heads in the sand when it has come to PED's. What has forced them to start correcting it is the internet age of instant media, and oddly, cycling. Which was the first major international sport where a series of large public PED scandals brought it to light and has forced them to start cleaning things up.
I use the term 'start' loosely as while they publicly state they are combating PED use, are they really in an effective way? I would argue no, not even close to the level they should be for most sports. They need to start programs to test teenagers. Stop them when they are young as by the time they are older it's too late. Because by then they've already learned how to get around the system.
If you want a look at things in the States, look over this list of banned/punished athletes. It's pretty interesting. So is the link to their appeals of suspensions. The laundry list of excuses they have to try and prove their innocence is laughable. (and yes, the whole Lance Armstrong, Johan Bruyneel, US Postal cycling team thing is there too).
