I looked in the text and couldn't find an explanation for that, but given all the other data, e.g. N.Dakotans consumes 1 pint per day of beer which would make their binge drinking 100%, I would say that is 4-5 drinks in one day, having happened in the last month. 20% of the people in the state binged at least once in the last month. I barely drink, and even I'd qualify for that without counting Port tastings. That's just completely out of touch with reality.

If North Dakota is relatively under-populated and there is a lot of mining there, that tends to skew the demographic towards male blue collar workers so it makes sense that the per capita consumption is higher. We see the same thing with the Northern Territory over here.
