Have only tasted one Quarles Harris before this, which was several bottles of 1977 Vintage Port, and I have good memories.

Decanted 5.5 hrs. Dark red colour. Aroma of dark berries and something in the line of medicines! After 5 hrs that medicine-part disappeared and the port opened up showing also some spices. Powerful taste of fruit, which was rather intense. Medium bodied. Medium to long finish. Tasted over two days and did not develop further. Sold at a reasonable price, and if you have time for a abt 6 hrs decanting time, then it is worth trying.89 pts

Like you, I've had the 1977 several times and it is one that performs quite well. IIRC I've never had the 1980 vintage of QH, so I'm glad you posted this note and happier that it showed nicely.

Was this fully mature or do you think it needs more time to develop?

Would say that this 1980 QH is ready for drinking now or possibly keeping it for a few years.
I have two more bottles so I will post news when I have been through those two.
