the cork is actually flush with the glass. heat damage would surprise me in Belgium. but it sounds like i shouldn't wait to long anymore to drink it..
From the pic it does look as though the cork pushed up a little. Perhaps someone pushed it back down, who knows. And heat damage can happen anywhere. Leave it in a car in the sun, by a warm stove, on a shelf in the window, turn the heat up in the house all winter, etc. And who's to say that bottle spent all it's life in Belgium?

Is the waxed cracked? I thought with Grahams, red wax is norm back then? Is the wax brittle? It should be for the age.

The pushed up cork thing is a pet peeve of Robert Parker. Whilst I'm not arguing that it never happens, I just don't see it in the UK, and when corks are proud it is almost invariably the result of the cork not being properly driven home in the first place (you can usually tell from the capsule if it went on over a proud cork) I've also seen a few stashes of bottles that were known to have suffered heat damage, and whilst they often show seepage, the corks stay in situ..

2x Quevedo samplers each $27 for a half bottle of White, Reserve Tawny, Ruby, and 2011 LBV in OWC. I’m questioning that choice because I don’t want the Ruby and I realized I don’t like the Reserve Tawny as much as I thought I did. And I already have a couple of these. I like half bottles, though, and never see low end products in them. I know i’l drink them.
Filling a hole in my collection. It's not a vertical because I only have every 2nd or 3rd year, but I do have a lot of Vesuvio. I had a hole between 2000 and 2005 that's now been filled.

Tried to get a Tappit Hen of 2016 Graham's The Stone Terraces. Would have been close to $1000 with shipping from the UK, but I totally would have done it. Sadly someone beat me to it.

Invoice received and paid, so I did manage to get Tappit Hens. Fun!
